How to Vet a Wood Floor Contractor in New Jersey

New Jersey publishes a free registration lookup, requires specific items to appear in the written contract, and gives you three business days to cancel it. The rest comes down to four questions that a floor person answers in seconds and a salesperson does not answer at all.

Check the registration before the first visit

New Jersey publishes a free public lookup where any contractor business registration can be verified by name or number, and state rules require the registration number to appear on estimates and advertising. Registration is annual and expires every 31 March, so check the status as well as the number.

There is no New Jersey trade licence specific to flooring. What exists is registration as a home improvement contractor business, and flooring sits inside it because the state's definition of home improvement covers attached and inlaid floor coverings. A contractor describing themselves as licensed for flooring in New Jersey is describing registration, or describing nothing.

Because the number has to appear on the paperwork used to solicit the work, a written estimate for residential work carrying no registration number is a signal you can act on before spending anything.

Ask for the insurance certificate from the insurer

New Jersey requires commercial general liability cover of at least USD 500,000 per occurrence as a condition of registration, and a copy of the certificate has to be attached to the written contract. Have it sent by the insurer or the agent rather than forwarded by the contractor.

A certificate that arrives directly from an agency is current by definition. A PDF forwarded by the contractor may be a year old, and the difference only matters on the one day it matters.

Ask about workers' compensation as well if a crew will be in the house. Sanding is loud, dusty work with heavy machines on stairs, and an uninsured injury on your property is your problem in a way most homeowners never consider until it happens.

Since the Act was amended in 2023, registered businesses also have to maintain additional security: a compliance bond, a letter of credit or equivalent, running from USD 10,000 to USD 50,000 depending on the size of their contracts. It is not a warranty on the work, but unlike a promise it is money a claim can reach.

What New Jersey requires to be in the contract

A home improvement contract over USD 500 must be in writing, signed by both parties, and must state the total price, a description of the work and materials, start and completion dates, any warranty, the contractor's registration number and a copy of the liability insurance certificate.

It also has to carry two notices in bold type of at least 10 point: one telling you about the three business day right to cancel, and one about the contractor registration act. Their absence is not a formality. It tells you the contract was not written to the state's rules, which raises a reasonable question about what else was not.

The cancellation right runs to midnight of the third business day after you receive your copy. Notice has to be in writing, by certified mail or personal delivery, to the address in the contract. Money paid under a cancelled contract is refundable within 30 days.

Four questions worth asking

What moisture reading did you take and what was it; which finish and how many coats, and when can we walk on it and move furniture back; who is doing the sanding; and what happens if the floor cups afterwards.

The moisture question is the one that sorts the field fastest. A contractor who took a reading will tell you the number. One who did not will tell you the floor looks fine.

The finish question has a right shape of answer: a named product, a coat count, and two different timelines, because walking on a floor and putting a rug back on it are not the same date. Cure is measured in days after the last coat, not hours.

Who holds the sander matters because the machine work is where the skill sits. Subcontracting is not disqualifying, but you should know it before the day rather than on it.

The last question is really about whether the answer is a diagnosis or a defence. Cupping after a job usually means moisture that was not measured, and how someone talks about that scenario in advance tells you how they will talk about it if it happens.

What a quote should itemise

Square footage and how it was measured, stairs counted separately, the finish product and coat count, whether furniture moving and shoe moulding are included, and what happens if board replacement turns out to be needed once the old finish comes off.

Stairs are the item most often buried. They take far more labour per square foot than open floor because every tread, riser and nosing is hand work, and a quote that folds them into a floor rate is either mispriced or about to be revised.

The board replacement clause matters because nobody knows what is under a dark old finish until it is sanded. A quote that says nothing about it is not cheaper, it is just less finished. Ask for the per-board or hourly rate up front so the number is agreed while you still have leverage.
