What "dustless" honestly means
It means dust is captured at the source rather than released into the room — not that no dust exists.
Any contractor promising literally zero dust is overselling. Fine particulate escapes at the edges of any system, and hand-scraping in corners produces dust that no vacuum is attached to.
What a containment system genuinely delivers is that you are not finding sanding dust on top of kitchen cabinets and inside closets for months afterward, and that the house is livable during the work.
Why it matters more in older New Jersey houses
Older houses have more paths for dust to travel: open floor plans added later, gravity ductwork, and gaps around pipes and chases.
A pre-war house with original ductwork will move dust between floors readily. Containment at the machine is far more effective than trying to seal every path afterward.
Dust containment is not lead-safe work
These are two different requirements, addressing two different problems, and one does not satisfy the other.
Dust containment manages a nuisance. The EPA RRP rule addresses lead paint in pre-1978 housing and carries its own requirements for containment, cleaning and verification.
