What "Dustless" Sanding Actually Means
Dustless sanding runs the equipment through a vacuum and containment system, usually HEPA-filtered, so most dust is captured at the machine instead of settling through the house.
It is a genuine difference in an occupied home. It is not a claim that no dust is produced, and any contractor promising zero dust is overselling.
What the system actually does
It captures dust at the point of cutting, before it becomes airborne, rather than filtering it out of the room afterwards.
That is the meaningful distinction. An air scrubber running in a room cleans air that already carries dust; containment at the machine stops most of it from entering the room at all.
Fine particulate still escapes at the edges of any system, and corners cut by hand produce dust with no vacuum attached.
Why it matters more in older New Jersey houses
Older houses have more paths for dust to travel between floors: original ductwork, gaps around pipes and chases, and later openings cut through the plan.
A pre-war house with gravity ductwork will move dust everywhere. Containing at the source is far more effective than trying to seal every path afterwards.
The distinction that matters legally
Dust containment manages a nuisance; the EPA lead-safe rule addresses a regulated hazard in pre-1978 housing, with its own containment, cleaning and verification requirements.
One does not substitute for the other. If your house predates 1978 and the job will disturb painted trim or stair components, ask about both separately.
A contractor who answers the lead question by describing their vacuum has answered a different question.

Is dustless sanding really dust free?
No. It captures the large majority of dust at the machine. No system eliminates dust entirely, particularly in hand-worked corners.
Does it cost more?
It involves additional equipment and setup. What it buys back is not cleaning dust out of the house for weeks afterwards.
Does dustless sanding make lead paint safe?
No. Lead-safe work in pre-1978 housing is governed by the EPA RRP rule and has separate requirements.
Will my HVAC spread the dust?
It can, which is why vents and returns in the work area are covered before any equipment runs.
